Dan Cooper (Adler University). This presentations uses the Austin community as a case study for how harsh justice system policies, concentrated in poor black neighborhoods over decades, actually leave places worse off, and less safe. It also discusses a blueprint for equitable reform that shifts away from punishment toward human and community development.
